[committed, PATCH] ti_IN locale: Fix noexpr

        * localedata/locales/te_IN (LC_MESSAGES): Fix noexpr by including
        the first letter of nostr in the regexp. It agrees with CLDR now.
        Also make it more readable by using ASCII where possible.
