Given that this is just a mechanical reorganization with no ABI
or API impact, I'm going to commit this shortly. Please object
if you think this is the wrong way to solve the problem of
using UTF-8 character classes without needing i18n transliteration.
We can rework this slightly if we see a better way forward.
