[PATCH] Implement strlcpy, strlcat [BZ #178]

I'm resubmitting my patch for implementing strlcpy and strlcat.  This 
time, I changed the test files to use the support/ infrastructure, and 
adjusted the symbol version to GLIBC_2.27.

Paul, do you still object to this addition?
