Consistency across builds is always only for builds with consistent 
versions of build tools.  Some tools such as GCC and binutils will 
inevitably have their versions affect the resulting binaries; this patch 
would add bison to the set.  (Some tools such as sed and awk should not 
affect the generated binaries, of course.)
