This patch is pending review.

It changes 21 locale data files and so far we have confirmation
from the actual users of few of them that they are correct.  It may
be difficult to get confirmation from other ones.

On the other hand, they seem to look reasonable and in case of
so_* (Somali language, 4 variants) the changes are not visible
to the user, only fixing the source code format.

If you prefer, you may consider accepting the patch for only
some locales while leaving other waiting.
