[PATCH 1/2][BZ 21217] Update months from CLDR-31

This patch updates the following locales: be_BY, br_FR, es_PE,
es_UY, fil_PH, fur_IT, fy_NL, ha_NG, ig_NG, kw_GB, lg_UG,
mg_MG, se_NO, sr_RS@latin, uz_UZ, uz_UZ@cyrillic, wae_CH.
