I am native speaker of Hindi as per my study and analysis
We can write two locales
1-> For devanagari hif_FJ@devanagari
hi_IN locale can be used in hif_FJ@devanagari
2-> For latin “hif_FJ@latin or hif_FJ”
I will recreate patch for latin and share for review
