Minor error NEWS

Hello Siddhesh,

It looks to me as though there is a typo in NEWS. In the following:

* The "ip6-bytestring" resolver option and the corresponding RES_NOIP6DOTINT
  flag from <resolv.h> have been removed.  The option relied on a
  backwards-incompatible DNS extension which was never deployed on the
  Internet.

"RES_NOIP6DOTINT" should be "RES_USEBSTRING".

It would be good to fix this up, since otherwise that NEWS entry
is a little confusing.
