Bug 21041 as a release blocker (IFUNC dependency/GOT initialization issue)

I've added bug 21041 as a release blocker because certain valid 
combinations of DSOs and programs fail to load.

I think we need an actual fix for the underlying issue (early GOT 
initialization for the benefit of IFUNC resolvers).
