[COMMITTED] is_IS locale: Base collation on iso14651_t1 [BZ #22519]

       * localedata/Makefile: Add is_IS.UTF-8 to test-input and to
       the list of locales to be built for testing.
       * localedata/is_IS.UTF-8.in: New file.
       * localedata/locales/is_IS (LC_COLLATE): Base collation rules
       on iso14651_t1.
