I don't have the full context here, but I believe you could limit the
scope of TLE implementation of power to what is being done in x86,
i.e. only implement enabling/disabling of TLE at glibc configure and
build time.

We willll need consensus on what the final user interface for tunables
should look like and it is not reasonable to block on that at this
stage.  The only patch I proposed as a blocker was the first patch to
ensure that we have the scaffolding in place early; that way we can
focus on getting consensus on the user interface after 2.23 release.
