Mike,

One can achieve a good deal of glibc locale development simplification
with Claude Paroz's excellent Locale Helper website, although I do
like the idea of CLDR's "Survey Tool".

I have used Locale Helper extensively in glibc locale
development/contribution/improvement (about a dozen new/split/major
modification locales so far) and I would encourage others to try it
out.
