Change for locale fr_CH and it_CH for monday as fisrt day of the week

thanks for the links.  i don't have an answer right $now for your
request, but it should be resolved before the next release.  i'm
doing a full audit of the week values across locales and will be
sure to double check/include your update.  hang tight!
