[PATCHv7] powerpc: Add hwcap/hwcap2/platform data to TCB

Hi

This is almost exactly the same as v6, but with the ChangeLog correction Carlos suggested. I also noticed that we don’t need references to sys/ppc.h anymore, so I removed those.
