[PROPOSED PATCH] Convert source files to UTF-8

Attached is a patch to convert glibc source files to UTF-8, if they're 
not in UTF-8 now and there's no good reason to use some other encoding.  
Since this patch contains mixed encodings it's likely to give email 
clients conniptions, so I've compressed it and attached the compressed 
version.  It should all be fairly straightforward if you can get past 
the encoding problems.
