[PATCHv4] Update the i18n, UTF-8, and translit_* files to Unicode 8.0.0

Update to my Patch v3 for the translit_files

The new Patchv4 updates the translit_* files to Unicode 8.0.0
*and* updates localedata/charmaps/UTF-8 and localedata/locales/i18n
to Unicode 8.0.0.

For the translit_* files this makes almost no difference, only
translit_combining gets one more combining character.

But many characters get added to localedata/charmaps/UTF-8 and
localedata/locales/i18n.

Here are the detailed reports of the additions generated
by the check scripts:

blog.unicode.org> Unicode 8.0.0 comprises several changes which require
blog.unicode.org> careful migration in implementations, including the
blog.unicode.org> conversion of Cherokee to a bicameral script, a
blog.unicode.org> different encoding model for New Tai Lue, and
blog.unicode.org> additional character repertoire.

Because of this, the New Tai Lue characters have been removed from
the "combining" and "combining_level3" sections of the "i18n" file.

And lots of toupper and tolower rules have been added for Cherokee.
