Removing locale timezone information

Sounds reasonable to me.

I don't know of anybody using the glibc version of this data.  The existing 
entries duplicate a small part of tzdata, except for two points of disagreement 
where I'd guess they're less correct than tzdata.  First, the UA abbreviations 
"з.ч." and "л.ч." are simply Ukrainian abbreviations for "Зимовий час" and 
"Літній час", which is not right, as it's supposed to be a time zone 
abbreviation, not an ST/DST abbreviation.  Second, the TW abbreviation "TST" is 
unusual in Taiwan -- though "Taiwan Standard Time" has been used, the most 
common Latin-alphabet abbreviation is probably "CST" (there are some complicated 
politics going on here, for obvious reasons -- among other things there doesn't 
seem to be any offical published name or abbreviation for the time zone in 
Taiwan because the politics of choosing a name are too tricky).
