sorry, but i can't reproduce this.
$ HEAD http://www.gnu.org/software/libc/manual/html_node/index.html
200 OK
and when i load it into my browser, it displays fine.

it could be that the problem existed when you wrote the e-mail and was
since fixed by someone else.  at any rate, it's not broken now :).
