[PATCH] Update the localedata/locales/translit_* files to Unicode 7.0.0

This is [BZ #16061] (I don't know if it fully addresses everything 
discussed in that bug, but it's at least relevant to that bug so the bug 
number should be mentioned in the ChangeLog entry, whether or not it's 
also added to NEWS and the bug closed once the patch is in).  I don't know 
if it's relevant to any other open transliteration bug.
