[PATCH] ARM - Rewrite feupdateenv

This patch rewrites feupdateenv to improve performance by avoiding unnecessary FPSCR reads/writes
and to fix bug 16918 (https://sourceware.org/bugzilla/show_bug.cgi?id=16918).
