zonefile changes and long running processes.

Paul,

I don't see anywhere in glibc where a zonefile would be watched
for changes via inotify and updated if changed during the execution
of say a long-running process.

Is this a "flaw" in glibc's support or it simply a pedantic issue
that systems developers think about and everyone else reboots after
a tzdata upgrade?

Is it instead expected that the application use tzset() to poll
for zonefile changes as the system is updated? In the case of
some functions that are defined as-if having called tzset()
themselves this update happens automatically.

Do I understand this correctly?
