[PATCH] change GLIBC PPC64/ELF2 ABI default to 2.17

I wondered why this patch didn't update ABI test baselines, then 
remembered that such baselines were never added at all for this 
configuration.  I've now added it to the list at 
<https://sourceware.org/glibc/wiki/PortStatus> of configurations missing 
such baselines (the others being hppa and Hurd).

In general, I'd like to encourage more people to help keep the tracking of 
glibc todo items up to date.  If you see a message on one of the lists 
that implies a todo item that isn't being immediately fixed, it's a good 
idea to add it to 
<https://sourceware.org/glibc/wiki/Development_Todo/Master> or 
<https://sourceware.org/glibc/wiki/PortStatus> as appropriate, if not 
already there.  If you notice something on one of the wiki todo lists is 
fixed, then remove it.  (For unambiguous bugs with clear criteria for 
establishing whether they are fixed, especially where user-visible, filing 
a bug in Bugzilla is more appropriate.)
