I did a quick check in git log for more than 10 commits since 2.18 and
came up with this list:

- Ondrej Bilka for optimized x64 routines and various fixes

- Will Newton for contributing an optimized memcpy for ARM NEON and
  VFP chips various fixes

- Allan McRae for various fixes

- Chris Leonard for his work on locales

- Steve Ellcey for various fixes

I don't know the threshold for mentions in contrib.texi, but this
should be a start.  If you're feeling modest, I can post a patch to
add your name ;)
