[PATCH] s390: implement sotruss support

I'd like to remind people fixing issues from 
<https://sourceware.org/glibc/wiki/PortStatus> to update that wiki page 
once the fix is checked in.  That covers at least sotruss-lib.c for 
powerpc and s390, and I think I saw an m68k fix go by without a wiki page 
update as well.

(You don't need to move things to the hppa-only section when they become 
hppa-only.)
