New ISO standard om locales and internationalization, TR 30112

Dear libc-alpha and libc-locales people

A new ISO standard has been published, 
ISO/IEC TR 30112:2014 Information technology - Specification methods for cultural conventions
It specifies locale, charmap and repertoiremap formats and default tailorable contents.
It has been updated from the TR 14652 to better reflect glibc implementation,
and some new features have been included.
