the biggest blockers are making sure the rest of the system has been merged -- 
binutils, gcc, gdb, linux.  but iiuc, you're already done there :).

other than testing, i'm not sure there's anything else really to block 
merging.  there has to be a maintainer to sign up along with the port of 
course.  if the code rots, it'll just get dropped ...
