proposal: Thread Properties API

Hello,

Dynamic testing tools (e.g. AddressSanitizer, ThreadSanitizer,
MemorySanitizer, etc)
need assistance from glibc to get notified about various threading
events and properties,
such as stack and tls sizes and thread deaths.

The subject has been discussed at
https://sourceware.org/bugzilla/show_bug.cgi?id=16291,
and then the initial proposal drafted here:
https://sourceware.org/glibc/wiki/ThreadPropertiesAPI

Carlos O'Donell suggested that the discussion is better to be held in
this list rather than in the bugzilla. I would appreciate if we could
move the discussion forward and be done before the next code freeze.
