[Committed] Deduplicate country_car in selected locales.

It looks like this was committed as three commits, but all were (judging 
by the single glibc-cvs mail) pushed together.  If you spot a problem with 
a commit before pushing it (or the glibc repository shows up a problem by 
rejecting the push), it's best to use git commit --amend to fix the 
problem before pushing, so you push a single fixed commit rather than a 
commit with something wrong and then a series of fixups to it.  (Of 
course, if you don't spot the problem until after it's been successfully 
pushed, then you can't avoid a separate commit to fix it up.)
