[PATCH] PowerPC: Fix __fe_mask_env export

I believe your SHLIB_COMPAT calls should be using GLIBC_2_19 (the version 
in which the export was obsoleted), not GLIBC_2.18 (the last version in 
which the export wasn't obsoleted).
