Q: is NOT_IN_lib a typo?

Hi,

glibc$ git grep 'NOT_IN_libc\>' | wc -l
458
glibc$ git grep 'NOT_IN_lib\>'
sysdeps/x86_64/strcmp.S:# ifdef NOT_IN_lib
sysdeps/x86_64/strcmp.S:# ifdef NOT_IN_lib
sysdeps/x86_64/strcmp.S:# ifdef NOT_IN_lib

Is this "NOT_IN_lib" a typo, or does it have some vague meaning?
