Implement fma in soft-fp

Does someone wish to review this patch 
<http://sourceware.org/ml/libc-alpha/2013-06/msg00855.html> (given the 
typo fixes Richard mentioned in 
<http://sourceware.org/ml/libc-alpha/2013-06/msg00927.html>)?  I'd rather 
like to get the test results improvements for soft-float systems in for 
2.18; I think other architecture maintainers can reasonably do their 
architecture changes to use this code, if desired, during the freeze (I 
intend to do such a followup patch for soft-float ARM), but the big patch 
wouldn't be appropriate after the freeze starts.
