If it's so well settled, then you can commit the changes to binutils and
report here that they are in binutils already when you propose your patch.

Of course everyone would expect you to write the patch first and test all
the pieces together before trying to commit all of them.  It's entirely
appropriate to put your libc changes on a branch and post them early,
saying that you'd like to commit them once the binutils support is done.
