BZ #14991: Update BIG5-HKSCS charmap to Unicode 6.2

This patch updates the BIG5-HKSCS charmap to Unicode 6.2.  I have taken
the kHKSCS field from the Unihan database and replaced all characters
found there with the new mapping.  The HKSCS charmap is supposed to
contain no PUA mappings any more since Unicode 4.1, but there are still
22 characters left in PUA, which aren't listed in the Unihan database,
so I left them alone.  I couldn't find any official list of character
assignments for HKSCS, all existing links are dead.
