I don't have a strong opinion about one header vs two.  If it can be done
cleanly enough with a single file name, that seems preferable.  But if
having a common and a sysdeps file by different names is substantially
cleaner, then do that.  I do dislike using the bits/*.h naming scheme for
anything that's not an installed header, because it makes one think that
it's an installed header.  I think bits/atomic.h was a poor choice and
should be redressed at some point.
