Fix pointers between nodes in manual (bug 10038)

Bug 10038 reports a problem with pointers between nodes in the manual
not matching the order of those nodes.  This is caused by an @menu
listing the nodes in the wrong order; this patch fixes that order.

Tested with "make info html pdf" and verifying that the generated HTML
manual after the patch no longer had the issue described in that bug,
whereas before the patch it did.
