[PATCH] [BZ#13542] Fix description of carg branch cut

This documentation patch has been sitting in bugzilla for a while. I
have verified that the updated description is correct.

I grabbed the name and email address for the changelog from the bugzilla
account and will commit using the --author flag.  Anything else I am
missing?
