Build en_US.UTF-8 locale for testing

The testcase posix/bug-regex26.c uses the en_US.UTF-8 locale. All
locales used by tests need to be listed in LOCALES in
localedata/Makefile to ensure they are available when tests are run.
This patch adds this locale to the list there. (An alternative fix
would be to change the locale used in the testcase to one on that
list.)
Tested x86.
