ChangeLog entries are relative to the directory containing the ChangeLog, 
so manual/arith.texi not just arith.texi.

We don't make local changes to texinfo.tex other than removing trailing 
whitespace so the hooks permit the commit of an upstream version otherwise 
imported verbatim.  Any issues need fixing upstream.
