Sharing of bits/fcntl.h on Linux (SPARC, x86)

I'm seeing conform/ test failures resulting from this change.  Looking for 
example at POSIX (which previously had clean results), it appears that 
definitions of __O_SYNC are missing, so O_RSYNC doesn't work, and the 
<sys/types.h> include has also disappeared, so various type names are no 
longer being declared.
