Kernel 3.6 changes: Add F_GETOWNER_UIDS in glibc's <bits/fcntl.h> ?

It's appropriate to add it when it's in a Linux version that's actually
released.  But there's no urgency until someone actually asks for it.

Also note that there is a pending to-do item to split bits/fcntl.h files
into machine-dependent and all-Linux files so we don't have duplication for
the definitions that don't actually vary by machine, like this one.  I
think it would be best for someone to actually follow through on that
before we add any more such items.
