I think we want a separate ReleaseNotes page for each release.  That would
be something user-facing, not comingled with the information about branches
and all that.  Then each Release/N.NN page would point prominently to its
ReleaseNotes page, and we'd also have an overview ReleaseNotes page that
points to each ReleaseNotes/N.NN page.
http://www.gnu.org/software/libc/documentation.html should point to that.
