PATCH: Add x32 time

I've done the work on the roland/vdso-syscall branch.
(It forks from the roland/gettimeofday branch.)

I tested the new build magic by adding a local 64/syscalls.list with
gettimeofday and time lines and verifying that the build looked sane.
But I didn't try running that build, and I haven't tried an x32 build
at all.

Please review and test it on x32.
