PATCH: Add x86-64 bits/utmp.h and bits/utmpx.h

Instead of the duplication, I think you should just add another macro to
bits/wordsize.h for the case, and the change the existing #if's.
e.g. __WORDSIZE_TIME64_COMPAT32
