I've made those changes.

I've also added a couple of people that were not in the list. Here's a 
version that still could use many enhancements, e.g. adding an entry for 
everybody with commit access according to 
http://sourceware.org/glibc/wiki/MAINTAINERS.

Please send me your comments - both on the overall structure as well as 
on single entries and language/grammar.
