PATCH: Move sysdeps/x86_64/Implies to sysdeps/x86_64/64

OK.  So does anyone else have any objections to the change, or to the
constraint that nothing but x32 should start using Implies-{before,after}
files until we've reconsidered the issue more thoroughly after 2.16?
If I don't hear any complaints by Tuesday, I'll merge it in.
