In addition, since Tile support wasn't fully functional in 2.15, and we
haven't yet released a 2.15.1 that supports it, it appears that 2.16 will
chronologically be the first release to support Tile.  Perhaps it's
appropriate to list Tile support in the NEWS file as well.
