BZ#13926: Add __bswap_64 for non-GCC compilers

Instead of taken the patch from bugzilla (which did not apply anymore), 
I copied the code from sysdeps/s390/bits/byteswap to all other 
implementations.

Tested on Linux/x86-64 and Linux/x86.

Ok to commit?
