I think it should go:

sysdeps/x86_64/x32
<everything in sysdeps/x86_64/x32/Implies>
sysdeps/x86_64
<everything in sysdeps/x86_64/x32/Implies-after>
<everything in sysdeps/x86_64/Implies>

Is that not what you're seeing?
