Updating NEWS for fixed bugs

A special case occurs to me:

If a bug was both introduced and fixed within a single release cycle, so 
no release ever had the bug, then it's not relevant information to users 
that the bug was fixed in a particular release.  So in that case it seems 
appropriate *not* to add the bug to NEWS (but still to mention it in the 
ChangeLog entry).  Comments?

(Bug 13566 - the gets issue, which for now I haven't added to NEWS - is a 
case in point.)
