Enhancing autoconf to have a way of setting the default includes seems 
reasonable - at the same time, I think we should work out which tests in 
glibc's existing configure scripts (libc and ports) are actually using the 
default includes at present, so as to understand what effect such a change 
will have in glibc.  (And we might also want to fix those configure tests 
now to avoid whatever problems they cause, rather than waiting for an 
enhanced autoconf release.)
